Try using the VCL/VCL.NET version.
VCL.NET has not been in active development since 2010, so it's not supported.
I don't have a CD or DVD with VCL.NET, but you might try installing RAD Studio 10.2.4, and then install the "VCL" components. If you can't get it to install, ask at a Rad Studio forum such as Embarcadero's RAD Studio Forums, and someone will be able to give you a link to a VCL-only installer.
Rad Studio 10.2.4 was released in March 2019, so it's pretty old, and it may not work on later versions of Windows.
VCL.NET is being kept on life support for the moment to cover old projects that were made in VCL 7.x, VCL 8.0, and VCL.NET. If it works for you, you should continue to use it to maintain your older projects.
I don't know of any reliable, officially supported way to upgrade from older versions of RAD Studio to the newest.
If you still have your old projects, you might be able to make them compatible with newer versions of RAD Studio if you don't mind modifying some code. This shouldn't be necessary if you're still working on them.
As to versions of RAD Studio after XE6, I have only seen the older ones, XE3, XE4, XE5, and XE6, and they all work for me. ac619d1d87
